I was gifted a MacBook Pro with no OS on it. I did some research and found out High Sierra is the perfect fit. My question is how to create a macOS High Sierra bootable USB on my Windows 11 PC. The official provided by Apple does not work PC.

P.S. I also tried to do this on a Apple Silicon M2 MacBook Air but the creatinstallmedia command failed to work.

Please kindly suggest a working way to make a High Sierra bootable USB on Windows 11 or Mac.
