Unfortunately, it is still extremely confusing.

Could you please confirm that the link settings (Anyone, People in, People with existing access, People you choose) are not relevant when you choose ‘Share’ and click the button ‘Send’?

It is not explained this way on the official support page https://support.microsoft.com/en-us/office/share-sharepoint-files-or-folders-1fe37332-0f9a-4719-970e-d2578da4941c but from my testing the link settings apply to the button ‘Copy link’ only.
