I have 2 images in publisher I want to add second to first.  The first has some vertical railings which I want to show in front of the second image.  When I insert the second into the first the image is shown in front of  the railings.  Of course if I use the backward and forwards tab one or other just disappears. I hope someone understands and can help, it is not easy to explain  Thank you
