Video Conference Links bypassing call settings and Lobbies

We have recently held a large meeting in which we had adjusted the Teams call settings for only organisers and co-organisers to be able to bypass the lobby and no participants to have audio/video allowed.
Despite this, we had a team dial possibly from the conference ID from one of our meeting rooms in which they were still allowed into the call and their video/audio was on.
Is there anyway to prevent people from dialing in from a location/room to be able to bypass these settings?
We also had a matter where we switched off the lobby feature from settings soon after the call had started (to stop the multiple pings of people wanting to join) but this caused people to be ‘stuck’ in the lobby and Teams would not allow them in. Is there any reason they may have become stuck and is there any work around for this?
