No Reason to “Upgrade” Distribution Lists to Microsoft 365 Groups
EAC Upgrade Distribution List Feature is Terrible
I met Tim McMichael at the recent TEC 2024 event in Dallas. Tim works for Microsoft as a senior escalation engineer. He’s the kind of person whom you don’t want to meet during a support incident because if you do, it means that you have a very sick Exchange environment. In any case, Tim also maintains an excellent utility for migrating on-premises distribution list to Exchange Online. The utility has been around for a while (I last mentioned it in 2018), which is testament to Microsoft’s (the engineering group) disinterest in this topic.
All of which brings me to MC510333 (last updated 27 April 2023), which describes the facility in the Exchange Admin Center to upgrade a distribution list to a Microsoft 365 group. I ignored this update for a long time, mostly because the feature took forever to arrive but also because it’s terrible. The feature never worked any of the times I’ve tried to use it. The documentation is also poor.
Testing the Upgrade Distribution List Feature
The upgrade distribution list feature works as follows:
An administrator initiates the upgrade by selecting the distribution list in the EAC and taking the Send upgrade request option (Figure 1).

The Send upgrade request action invokes a dialog (Figure 2) to send the upgrade request to the distribution list owners. Only one owner must be selected and EAC uses the signed-in user’s credentials to create and send the message from their mailbox. You can’t edit the message text, which seems like a missed opportunity to allow tenants to add their own information to the message.
The upgrade request duly arrives in the inbox of the selected recipients. The message content seems to be an adaptive card (Figure 3). Pressing the upgrade button starts a background process to upgrade the selected distribution list to a Microsoft 365 group. Microsoft says that this process should take no longer than 10 minutes.
In my experience, either nothing happens – even after hours of patient waiting – or an error is immediately detected and the adaptive card reports an upgrade process failure (Figure 4).
I’ve only ever attempted to upgrade distribution lists that meet the criteria (membership composed solely of user accounts and cloud-based). All of the distribution lists I tried to upgrade were in the set reported as eligible for upgrade by the Get-EligibleDistributionGroupForMigration cmdlet.
I also tried to upgrade distribution lists with the Upgrade-DistributionGroup cmdlet. Despite successfully submitting a distribution list to be upgraded, nothing happened and the same feeling of dealing with black box occurred. I suspect that Exchange Online invokes the cmdlet when a distribution list owner presses the Upgrade button in the adaptive card as described above.

I never managed to convert a distribution list. Maybe the problem lies in the fact that my tenant is part of a multi-tenant organization (MTO). Perhaps having several fallback domains might affect the ability of the conversion process to work. But who knows? The lack of feedback and error messages makes any attempt to diagnose an exercise in guesswork.
Overall, the upgrade group type feature is the most frustrating part of EAC. It’s not helped by the paucity of documentation to describe what to do next (apart from contacting your administrator for assistance) when problems happen. The only page available cites reasons for upgrade failure like distribution lists with more than 100 owners or no owner. The page doesn’t cover problems upgrading a distribution list with one owner and three members, all of whom are user accounts in a cloud-only tenant.
Stay with Distribution Lists
Leaving the problems of the feature to one side, I do not recommend that organizations “upgrade” distribution lists to Microsoft 365 groups unless a solid technical and business reason dictates that the resources provisioned for a Microsoft 365 group are required. In many cases, the SharePoint Online site created for a distribution list when it’s upgraded to be a Microsoft 365 group is never used. The empty site takes some 60 MB of valuable SharePoint storage quota and clutters up the tenant.
Distribution lists that are used for email communication are more powerful in this respect than Microsoft 365 groups because they can include members other than user accounts, such as other distribution lists, mail users, mail contacts, public folders, and even Microsoft 365 groups. Ignore Microsoft’s silly recommendation that Microsoft 365 groups offer more collaboration tools (which are useless unless the tools are needed) and keep on using distribution lists the way they’ve always been used by email servers.
No One Uses the Upgrade Distribution List Feature
The current feature replaced a previous version that also had problems before Microsoft withdrew it from Exchange Online. I don’t know why upgrading a distribution list is such an intractable problem. Maybe Microsoft should ask Tim McMichael to fix the problems. At least he knows how to migrate stuff.

Accelerate Your PDP Law Compliance with Microsoft Cloud

In the rapidly evolving digital era, personal data protection has become a very crucial issue. The Personal Data Protection Law (PDP Law) provides an important legal framework to ensure that each individual’s personal data is properly protected. Industry players’ compliance with the PDP Law not only protects individual’s privacy rights, but also builds business trust and credibility.
For Microsoft, this means we need to take a bigger role in ensuring that every person and every organization across Indonesia and across the world can rely on us to protect their personal and sensitive personal data. Which is why since more than a decade ago, Microsoft has established our Trusted Cloud Principles to guide our Microsoft Cloud technology. These principles include security, privacy, compliance, reliability/resiliency, and intellectual property. As one of the results, Microsoft Cloud is having the most comprehensive set of compliance offerings of any cloud service provider with more than 100 compliance offerings, including CIS benchmarks, EU GDPR, and Singapore MTCS, among others.
These investments align closely with the intentions of the PDP Law, and because of this, the Microsoft Cloud can uniquely provide an expedited support to PDP Law compliance. Today, we are sharing how organizations could accelerate their PDP Law compliance journey with Microsoft Cloud, as part of a joint effort in protecting every individual in Indonesia. Managing compliance process with Privacy Enhancing Tools
First, it’s critical to note that practicing robust personal data protection needs to begin with a comprehensive understanding of what data is being collected, how it is collected, how it is processed, where it is stored, and for how long it is retained. This holistic approach encompasses the entire data lifecycle, ensuring that each phase is meticulously managed.
Managing compliance process at every stage of the data lifecycle, of course, is not easy – but highly important. Here comes the support from privacy enhancing tools (PET). PET is set of solutions designed to help organizations manage and protect personal data, ensuring compliance with stringent data protection laws, providing sophisticated mechanisms that safeguard sensitive information against unauthorized access and potential breaches, hence fostering a secure, private, and trustworthy data management ecosystem.

In the PET building block, Microsoft has broad portfolio of enterprise cloud services that organizations could leverage to help meeting PDP Law obligations. Microsoft’s PET could (1) Discover by identifying all data elements within the organization to understand their nature and source, (2) Classify by labelling and categorizing data based on sensitivity and regulatory requirements, (3) Protect by implementing security measures to safeguard data, including Data Loss Prevention systems, endpoint protection, and encryption, and (4) Monitor by continuously overseeing data usage and access to detect anomalies and potential breaches.
The below framework is an example approach on how organizations could integrate Microsoft’s PET within the personal data lifecycle:

Introducing the Premium Assessment Template for Indonesia’s PDP Law in Microsoft Purview Compliance Manager
To provide a single pane of glass on compliance fulfilment, Microsoft has introduced the Premium Assessment Template for Indonesia’s PDP Law in Microsoft Purview Compliance Manager. This template can help organizations in streamlining their overall compliance efforts, including to PDP Law, by automating critical compliance tasks and simplifying the assessment process. This latest addition unlocks more possibility for organizations to accelerate their compliance with national, regional, and industry-specific requirements governing the collection and use of data. The complete regulation list can be found here.
By leveraging the Compliance Manager, organizations could:
Make compliance faster and more straight forward by referring to the assessment template, which breaks down the specific requirements of the PDP Law and maps them to Microsoft’s tools and controls
Complete each of their risk assessments through a single tool using workflow capabilities
Have detailed step-by-step guidance on suggested improvement actions to help them comply with the standards and regulations that are most relevant for each organization
Check their risk-based compliance score to help them understand their compliance posture by measuring their progress in completing improvement actions

In addition to the mentioned tools, Microsoft is also standing behind organizations through contractual commitments for our cloud services in accordance with the new PDP Law requirements. This commitment is reflected through our Data Protection Addendum.
Security above all else
Behind every effective data protection is a robust security system. Therefore, it’s critical for every individual in organizations to take part in this protection efforts by applying Zero Trust Framework, built on the principle of “never trust, always verify”.
Recognizing the criticality of cybersecurity, from Microsoft’s standpoint, we have been investing over USD 4B billion annually in cybersecurity. Most recently, as part of our company’s Secure Future Initiative (SFI) promises that prioritize security above all else, Microsoft has appointed 13 Deputy Chief Information Security Officers (Deputy CISOs) responsible for spearheading SFI across the company, mobilized 34,000 full-time engineers to integrate security into the fabric of their work (making it the largest cybersecurity engineering effort in history), launched Security Skilling Academy to help train all employees on cybersecurity, and implemented the security core priority as a performance measure for all employees.
Coming soon, Indonesia Central–Microsoft’s first cloud region in Indonesia–will be generally available, enabling customers and partners to unlock Indonesia’s new digital economy using trusted cloud services locally, with world-class data security, privacy, and the ability to store data in country.
A collaboration to protect Indonesia
All the above contexts suggest how the success of PDP Law compliance relies on three critical areas: people, processes, and technology. While Microsoft is committed to helping organizations successfully comply with the PDP Law from technology area, it is important to recognize that compliance is a shared responsibility.
New requirements – like carrying out data mapping/classification/labelling, determining standard operating procedures for the implementation of subject rights, and notifying data breach incident awareness to relevant authorities & data subjects withing 3×24 hours (process), in addition to appointing Data Protection Officer and bringing the Zero Trust Framework into life (people) – will mean internal changes within organization, which require each organization’s internal alignment.

Lack of Adequate Alternatives for New Users: Problems because of Azure Pass being discontinued

The discontinuation of the Azure Pass presents significant challenges.
As a Microsoft Partner, Palmeto Solutions has trained thousands of professionals in Azure over the past decade. This change could hinder our ability to provide effective training and support for new users, impacting their learning experience and potentially driving them to other platforms. Addressing these issues is crucial for maintaining Azure’s appeal in the training market.
In India, hands-on, practical training is crucial, as participants often prefer interactive sessions over purely theoretical explanations. Customization and the ability to address deeper questions are key. Incorporating real-time examples and allowing attendees to experiment alongside the instructor can enhance engagement and understanding.
While pre-canned ILT materials provide a solid foundation, blending them with flexible, impromptu demonstrations can better address audience needs and encourage exploration. How do you currently balance structured content with hands-on learning in your sessions?
The Microsoft Azure Pass has been instrumental in training thousands of new users on Azure, advancing beginners to higher levels of expertise. We have successfully onboarded tens of thousands of users, qualifying many as Azure Administrators and creating thousands of Azure Architects, all with the support of the Azure Pass.
Many of our customers are hesitant to invest in paid subscriptions via credit cards but are open to one-month trial payments for staff training. One alternative we’ve considered is using a single Pay As You Go subscription to create multiple accounts for training purposes. However, with the mandatory MFA, managing these accounts becomes cumbersome, as we would need to reset them daily to prevent cost escalations. This approach would lead to unnecessary administrative overhead.
When others are lowering the barriers to get people onto their platforms, these restrictions will hinder Azure adoption amongst educators, hobbyist developers, startups, small developers and students alike who will seek other platforms which seemingly welcome them.
Lack of Adequate Alternatives for New Users:
By discontinuing Azure Pass and imposing new restrictions like mandatory MFA, Microsoft may risk alienating beginners with little cloud experience.There isn’t a clear, user-friendly alternative that allows newcomers to easily gain hands-on experience without facing costs or dealing with complex authentication requirements.These restrictions add complexity instead of simplifying the learning experience, potentially discouraging new users from exploring the platform.

Hotmail account locked – Beyond frustrated now
The hotmail account that I have been using regularly for the past 20+ years has been locked. The issue happened whilst I was overseas. I have been submitting the required recovery form for days FULL of information that should verify who I am. I’ve entered at least 4 different email accounts that I sent emails to in Sept, I’ve given 4 different subject lines, my date of birth and 3 different (old) passwords but they keep rejecting me. Microsoft does not provide any other way for me to online chat OR call anyone where I could provide sufficient evidence to open my account. I understand that this is a security step but I am beyond angry now. Can someone please help!

We are preparing Teams app to upload Microsoft Teams Store.
One of requirements is about the URL of “Terms of use”
I have checked “App validation” on Microsoft Teams developer portal.
App validations says “warning” about “Terms of use URL must not be hosted in a domain different from Company/Website URL. Note: Please ensure the Terms of use provided pertains to this app offering.”
We currently uploads “Terms of use” on our own AWS server.
Therefore our Terms of use for Teams app is “https://terms-eula-ipecsone.s3~ “
In this case, is this an issue?

Updating a sheet by copying text from a cell to another cell after a day, for archiving purposes
I have two sheets in a file. Sheet 1 containts the daily meeting items. However, this is only the case for the last 5 workdays.
Monday is B2.
Tuesday is B5.
Wednesday is B8, et cetera
Every morning, the cell is overwritten for that day of the week.
How can you copy the cell (and the cell above containing the date) to sheet 2 after that day has ended?
In other words, copy B1 and B2 to sheet 2 after Monday. Copy B4 and B5 to sheet 2 after Tuesday et cetera.
I tried using WEEKDAY, but without succes.
Additional conditions:
The Excel document must work with Microsoft Teams. To my knowledge, there isn’t any way to have VBA/Macros working within Teams.The Excel document doesn’t need to update 24/7. It is suffucient if it copies only when someone opens the document daily. The latest copied cell would preferably be in top row, thus having a colomn from new to old in sheet 2. (If not possible, colomn from old to new is also sufficient.)

I am learning how to do formulas with multiple conditions in Excel, so by no means an expert. I am trying to write a formula that accounts for 5 multiple conditions and I keep getting an error message.
