Hello All

I have e5 licenses but not using any of the online services in M365 such as exchange online, sharepoint online. I want to use Microsoft purview information protection to protect data in  on-premise exchange, SharePoint and File servers. also want to use information protection scanner to classify the date location in on-premise file servers. 

Do I need to follow any special instructions? Does RMS connector is essential in this case?

I have one more query, in the same environment user are using Microsoft 365 Apps for enterprise and users are synced to Entra ID. Five users are able to see the encryption templates in outlook, however all other users are not, it is not controlled through labels for sure. is there any other place where we can check if the 5 users are added ?
