I am following this tutorial: https://learn.microsoft.com/en-us/copilot/plugins/test-debug/sideload-test-plugins

and I cannot access the copilot devtools (https://www.bing.com/copilot/devtools), it redirects me to www.bing.com. In the Copilot I have access to the plugins, but there is no possibility to add new. Is the devtool available in every region? (I am using personal account in MS Edge)
