In our tenant, ‘citizen developer’ was disabled.  However, this did not seem to disable the option to set up the flows that came with some Microsoft Lists templates (i.e. Work progress tracker) — is there a way to deactivate or disable these flows in Microsoft Lists?

The ‘citizen developers’ setting up below options are now getting email from Power Automate re: failed flows.
