How is ‘join on time’ calculated?

Join on time rate = Join on time rate measures the percentage of Teams meetings where the person joined early or within five minutes of the meeting’s scheduled start time.
Can anyone explain exactly how ‘join on time rate’ in calculated in Viva Insights? Our current team of ~60 people is reported to be just 43% !! However, when we asked people for their individual numbers they were typically around the 85-95% region. So why is the teams ‘join on time rate’ so low?
I’d like to know the calculations and rules that are applied to make sense of this.
