Personal HP Devices Bypassing Platform Enrollment Restriction

I’m witnessing personal Windows devices bypassing our enrollment restriction. They all appear to be HP devices, couple different models,

My policy is:

MDM

Allow

Min Version

No Min Version

Max Version

No Max Version

Personally owned devices

Block

Assigned to all users.

Couple other notices:

-Intune Device ID and Microsoft Entra Device ID are identical.

-The enrollment tab is blank, 0 entries.

-Management name is blank.

Anyone have any insight?
