Windows 11 23H2 has difficulty sorting folders with Swedish characters.

I completed a fresh installation of Win 11 23H2 today (Win11_23H2_EnglishInternational_x64.iso).
Upon observation, I discovered that folders with Swedish characters at the beginning of the name do not sort correctly. The Swedish alphabet includes three additional characters – Å, Ä, and Ö. In Sweden, the alphabetical order is A-Ö, meaning that at the end of the alphabet, it goes …Z, Å, Ä, Ö.
In the provided image, you can see that the folder titled Övrigt is placed between Lagret and Program in the sorting order. This is unexpected as Ö should appear at the very end of the alphabet, resulting in the folder Övrigt being listed last, below the folder Z4-Install.
Furthermore, Explorer encounters issues with folders starting with Å or Ä as well. Simply clicking on the Name column to sort does not resolve the problem. I opted for the EnglishInternational version due to another issue with an application that struggles to interpret the correct time format – it reads the 12-hour clock instead of the 24-hour clock. The EnglishInternational version was expected to address this issue, which it successfully did.
